Dear Senator Gregg:

Thank you for your support of an amendment that increased funding for the
Housing Opportunities for Persons With AIDS (HOPWA) Program by $5 million
during the Senate Appropriations Committee’s consideration of the Fiscal
Year 2006 Department of Housing and Urban Development’s budget.

As you know, the need for HOPWA funding is great. In FY 2003, $282 million
was allocated to fund 111 formula jurisdictions. In FY 2006, at least 122
formula jurisdictions will be eligible, and that number could increase.
This spring, a bi-partisan group of 33 senators signed a letter to the
Appropriations Committee asking for HOPWA to be funded at a level of $385
million. I have enclosed a detailed needs assessment for HOPWA funds from
the National AIDS Housing Coalition.

I would respectfully ask that you keep the need for housing for low-income
and homeless persons living with AIDS in mind when the FY 2006 HUD
appropriations bill is considered on the Senate floor.
