2004 New England HOPWA Competitive Awards Announced

Massachusetts

The Justice Resource Institute (JRI) is awarded a HOPWA renewal grant of $1,137,716 to continue its TBRA Plus, a tenant-based rental assistance program for persons living with HIV/AIDS. The program will enable 26 clients in communities throughout Plymouth, Bristol, and Northern Essex counties to use scattered-site rental subsidies to access housing. The project parallels the TBRA program that is currently funded through the Massachusetts Department of Housing and Community Development with Section 8 funds, and operated by JRI Health for the State of Massachusetts, with funding from the Department of Public Health HIV/AIDS Bureau. Regional services are established through five (5) project sponsors: North Shore Community Action Program, Brockton Area Multi- Services, Center for Health and Human Services, Community Teamwork, Inc., and South Shore Housing Development Corporation. Collaborations are established in the region to provide supportive services, including leveraged case management and permanent housing search efforts. JRI will help 95 persons and their families with housing assistance during the three-year grant period.

New Hampshire

Harbor Homes, Inc. of Nashua, New Hampshire is awarded a HOPWA renewal grant of $525,457 to continue providing housing assistance program to persons living with HIV/AIDS in Hillsborough County, with the exception of the city of Manchester. The Southern New Hampshire HIV/AIDS Task Force will provide clients with case management and counseling support and auxiliary services. Preference will be given to those who are homeless, in imminent danger of homelessness, and/or those with dual or multiple diagnoses. It is anticipated that the program will serve 50 households and 55 individuals per year, over the next three-year period.

Rhode Island

The Rhode Island Housing and Mortgage Finance Corporation is awarded a HOPWA renewal grant of $1,265,606 to continue its Sunrise Project. The grant sponsors, House of Compassion (HOC), located in northern Rhode Island, and AIDS Care Ocean State (ACOS), located in Providence, will maintain a continuum of care for single adults and families affected by HIV/AIDS. The program provides supportive services, housing, and housing information services. The program is operated through two group homes and 12 scattered site apartments, and offers supportive services for all clients. The prior HOPWA grant has enabled the development of a seamless delivery of services ranging from housing referral to independent living and then supportive housing and related services.

The Rhode Island Housing and Mortgage Finance Corporation is awarded a HOPWA renewal grant of $766,355 to continue providing housing assistance in cooperation with the treatment and care programs provided through AIDS Care Ocean State. These resources will continue to support the operation of Sober House, a sheltered transitional subsidies abuse treatment facility. The facility provides intensive supportive services that address the challenges of relapse, including support following detox treatment while in the treatment facility thereby enabling persons to retain their permanent housing. Nine additional rental units will be made available under a scattered-site master leasing agreement to expand prior HOPWA funded housing programs. This new transition program will serve an estimated 150 persons throughout the state over the next three-year grant period.
